Added missing bills; Indiana HB 1001 demoted to KISS
New bills added:
- Maryland HB 1538: Option #2, 560 homes/year, Weak alignment - ADUs by right
- Maryland HB 778: Options #1-2, 3,000 homes/year, Moderate alignment - Missing middle housing reform
- Maryland SB 829 / HB 1137 (twins): Option #3, 7,100 homes/year, Substantial alignment - Residential in commercial for counties with pop ≥150,000
- Washington SB 6026 / HB 2480 (twins): Option #3, 36,900 homes/year, Substantial alignment - Residential in commercial zones under Growth Management Act
Data corrections:
- Minnesota: Corrected 10,800 → 10,400 homes; 52% → 50% increase; 42% → 41% playbook alignment
Other changes:
- Indiana HB 1001: Demoted from Options #1-3 (24,600 homes, Complete) to KISS alignment - binding zoning provisions were stripped during the legislative process; bill retains permitting and building code reforms only
- Total projected homes now ~222,000 per year (was ~186,000 before adding missing bills)
- Updated UPDATE_INSTRUCTIONS.md with mandatory cross-check verification step
