Scorecard
- The “2026 Scorecard” is now two stacked rows — States (unchanged counts) on top and a new Bills row below — mirroring the source document’s new
# States / # Bills columns. Bill counts are derived from the data, counting individual bills (primary twins). The State and Bill KISS chips use different definitions by design (States = states whose only Playbook-relevant bills are KISS; Bills = every KISS-aligned bill), matching the doc.
